Troubleshoot Windows Intune Enrollment Errors Safely
Windows enrollment errors can share similar wording while having different causes. Start with the full message, hexadecimal code, any subcode, enrollment scenario (user-driven, automatic MDM enrollment, or Autopilot), Windows edition, and the relevant event timestamp. Do not delete enrollment registry keys or leave Microsoft Entra ID as a first step: those actions can remove management state or interrupt organizational access without fixing the tenant-side cause.
Collect device evidence first
On the affected device, reproduce the failure once and note the exact time. Review:
Event Viewer → Applications and Services Logs → Microsoft → Windows → DeviceManagement-Enterprise-Diagnostics-Provider → Admin
For a diagnostic package, run an elevated command prompt and choose a protected output path:
mdmdiagnosticstool.exe -area DeviceProvisioning -cab C:\Temp\MDMDiagnostics.cab
The package can contain device and organization details. Store and share it only through your approved support channel. Correlate its timestamps and result codes with the enrollment attempt rather than treating a single registry value as a diagnosis.
Check the tenant and user configuration
Before making device changes, have an Intune administrator confirm:
- The user has the required Intune entitlement and the enrollment type is supported.
- Windows enrollment is allowed by the assigned platform and device-type restrictions.
- The user’s MDM user scope and enrollment restrictions cover the user and device in question.
- Device enrollment limits, Conditional Access, and any required terms or multifactor steps are satisfied.
- Network access to Microsoft’s documented enrollment endpoints is available through the proxy and firewall.
An enrollment rejection can be entirely tenant-side. Repeatedly retrying or clearing local state will not correct a blocked restriction or missing license.
Interpret common codes in context
0x80180014
Do not assume this means a stale local enrollment. Microsoft documents scenarios where this code appears when Windows MDM enrollment is blocked for a personal device during “Set up for work or school.” Autopilot reuse and the device-not-supported subcode can lead to different remediation. Check the exact message and server/device subcode, then review the applicable Windows enrollment restriction or Autopilot device record. Change a restriction only for the intended user or device group.

This code maps to a user-license enrollment error. Confirm the user has the required license and that the correct user is attempting the enrollment before changing device state.
The licensing, automatic enrollment scope and MDM URL checks are covered step by step in Fix Intune enrollment error 0x80180018 on Windows devices.

This can indicate that the device is already associated with another work or school account. Check Settings → Accounts → Access work or school, the device’s Microsoft Entra join/registration state, and the matching Intune records. Follow your organization’s offboarding or reassignment process; do not run dsregcmd /leave as a generic repair.

Handle stale enrollment records carefully
Microsoft’s troubleshooting guidance describes cases where a specific stale enrollment key remains after unenrollment. That is an evidence-based exception, not a reason to remove all keys under HKLM\SOFTWARE\Microsoft\Enrollments or a wildcard path. Back up the relevant key, identify the exact enrollment GUID from diagnostics and the device’s state, and follow the Microsoft procedure for the matching scenario. If the record is ambiguous, stop and escalate rather than guessing.
Re-enroll only after the cause is corrected
Once the relevant tenant restriction, license, identity, network, or stale record issue is addressed, retry through the supported user, automatic-enrollment, or Autopilot workflow. Then confirm the device appears in Intune, receives policy, and reports a successful enrollment event. A local command that merely triggers a join is not proof that MDM enrollment completed.
